The Numbers That Do Not Hold
Evidence, Risk and Financing Syria's Reconstruction
The World Bank's assessment of Syria's reconstruction, disclosed on 21 October 2025, gave a conservative best estimate of US$216 billion in December 2024 dollars, inside a published range of US$140 billion to US$345 billion.
This book asks what stands against that. Not what has been pledged, announced or discussed, but what has been committed by a named institution, on a dated instrument, at a stage that can be checked. As this book's evidence register held it on 10 August 2026, that figure was US$539.1 million, across eight transactions and three financiers.
The gap is not the argument. What the gap is made of is.
What the book does
Reconstruction money moves only when a series of ordinary things can survive scrutiny: whether title to land can be proved, whether a payment can clear, whether a law is still in force, whether an institution has the people to spend a budget, whether a project's economics hold once a tariff is applied. This book takes those conditions one at a time, opens the primary documents behind them, and says what each establishes and where the evidence stops.
It is unsparing about its own limits. Where a figure cannot be sourced it is not used. Where a search found nothing, the book states what was searched and what was not. Where an earlier claim of my own was wrong, the correction is printed and its consequences followed.
Every claim of substance has a row in a public evidence register, published with stable identifiers and a version history, so that a reader can check the book against its sources rather than trust it.
Not a new edition
This is not a new edition of Rewriting the Rules, published in October 2025. It asks a different question, on a different evidence base, and where it corrects the earlier book it says so.
