A reviewer's inference, not a finding: on the signs of Table 17 Syria's mispricing is positive in 5 of 9 years (2000-2008) and 5 of 10 (2000-2009), and Table 11 keeps it, which fits the p.45 rule and not the heading's. Specialist question, banked as MIN-2109: under the heading's rule Syria's normalised figure could have been zero.
