Under Legislative Decree No. 80 of 2010, striking off from the Syndicate register is a severe disciplinary penalty for an engineer (Art. 67(b)(3)); disciplinary offences lapse three years from their occurrence (Art. 74(b)); and engineers employed by the state, public establishments and the public sector are tried before the disciplinary boards only for acts outside their official work or under items 1, 3, 4 and 6 of Art. 68 (Art. 70), neglect of professional duty (item 5) not among them. - Read at the articles named, 16 and 18 October 2026. Whether any of them has been amended since 2010 was NOT checked (the third-party copy shows Article 16 amended). The chapter's line 'A published name is what makes a design decision attributable twenty years later ... A ministry cannot be struck off. An individual engineer can, and knows it.' does not say the sanction is available twenty years on; the juxtaposition invites that reading (سجلّ عمل داخلي EQ-11).

- The three-year lapse (Art. 74(b)) and the Art. 70 limit sit beside the chapter's 'attributable twenty years later'. Attribution and sanction are different things; the decree answers neither the timing question nor the Art. 70 question on its face.
