THE AUTHOR DIRECTED AT D-075 SECTION 3 ON 17 AUGUST 2026 that the attributed view stand and the book's own characterisation be recast as a question. v6 carries that: the chapter now separates the jurisdictional question from the execution question, names this row, and settles neither.

Syria's State Sponsor of Terrorism designation was rescinded on 24 August 2026 (SRC-398, the Secretary's press statement; SRC-400, the department's own list, which named four countries on 23 August and three on 25 August; SST-002). WHAT RESCISSION DOES TO THE TERRORISM EXCEPTION IS NOT ANSWERED HERE AND IS NOT ANSWERABLE FROM WHAT THIS PROCESS HAS OPENED: the statute has not been opened, and the two questions it raises, what happens to the exception for conduct while the designation stood and what happens to claims already brought, are added to the two this row already holds rather than resolved.
