Whether individuals formerly associated with it remain designated is a separate question and this row does not answer it.

- THE DATE OF THE UNITED NATIONS DELISTING IS SECONDARY AND THE OTHER THREE ARE NOT. The Security Council press release could not be retrieved: press.un.org returned a 3,038-byte JavaScript client challenge under HTTP 200 on four attempts and the Committee's entity page returns 403. What is primary is that QDe.137 is absent from the list generated 24 August 2026 and that the list itself says 'formerly listed as Al-Nusrah Front for the People of the Levant'. THE FACT IS PRIMARY; THE DATE IS REPORTED. Separately, the SDGT delisting was announced the day before the SDN list was published, so the absence from the SDN list confirms the statement rather than merely repeating it.

The permitted operational sentence is that the organisation appears on neither the OFAC SDN list published 24 August 2026 nor the United Nations Consolidated List generated the same day, with the controls named. DO NOT WRITE THAT SANCTIONS RISK HAS ENDED: this row is about the organisation's own listing and says nothing about individuals, about correspondent banks' own risk appetite, or about the grey listing, which is a separate measure and is unaffected. DO NOT WRITE THAT SCREENING WILL NO LONGER FLAG A SYRIAN PAYMENT, because Chapter 6's argument is that a screen returns a match on several signals and this removes one of them.
