  1. RETIERED 11 August 2026 under D-028 against EVIDENCE_PROTOCOL's six-level source hierarchy. The previous value was an ad hoc quality score on an undocumented scale. Tier now records SOURCE TYPE only; how far this project has checked the document is the Status column. Previous value: tier 1. Opened 10 August 2026 and it closes the OHCHR gap entirely. Verbatim: the total civilian casualties is estimated to be 306,887 with an approximate 95 per cent credible interval, and that interval implies a 95 per cent chance that the true number of civilian deaths is between 281,443 and 337,971. Also verbatim: an additional estimated 163,537 civilian deaths occurred that have not been documented, against 143,350 documented. Two further elements the manuscript carries and this now confirms: the report says 306,887 DIRECT civilian deaths, and it states that no analysis of indirect conflict-related deaths is included. The report also gives an average daily toll of 83 civilians, 15 of them female and 18 children, which the book does not use
