Tier now records SOURCE TYPE only; how far this project has checked the document is the Status column. Previous value: tier 2. JUDGEMENT: a documentation organisation publishing a named method. Level 4 rather than level 6 advocacy, because the count is by name and the organisation states its own floor. Opened 10 August 2026 by rendering, the PDF carrying only 4 characters of extractable text. The headline is verbatim: At Least 234,145 Civilians Killed, 177,021 Still Forcibly Disappeared Since March 2011, With Massive Destruction of Infrastructure. Two things this settles. The count is of CIVILIANS, which introduction v5 had dropped and v6 restored. And the organisation's own floor framing is in its title, At Least, which is the organisation's own floor framing. The manuscript previously paraphrased it as a minimum of documented violations; that paraphrase was corrected to the document's own words in all three chapters and in INTRO-007 on 11 August 2026, and this note's present tense was destaled the same day when برنامج تدقيق --swept flagged it.
