- RETIERED 11 August 2026 under D-028 against EVIDENCE_PROTOCOL's six-level source hierarchy. The previous value was an ad hoc quality score on an undocumented scale. Tier now records SOURCE TYPE only; how far this project has checked the document is the Status column. Previous value: tier 2. THE NAMED, DATED, IDENTIFIABLE INSTANCE the v1 review required. Verbatim, in the second paragraph: Rami Makhlouf, the godfather of a financial empire estimated to have controlled a staggering 60 percent of Syria's pre-war economy, is out of favor, out of access, and seemingly at the point of no return. The 60 per cent is attributed to nobody. Estimated by whom is not stated and no citation, footnote or link is given for it. The chapter may now name one outlet carrying the figure rather than describing a form of words in circulation. THE FINDING THAT CHANGES THE SECTION: Shaar's rebuttal at SRC-042 is dated the same day, 6 May 2020, and names this piece as what it is responding to. The myth and its refutation were published on the same day by two specialists, and the myth is the one that travelled. Two other percentages appear in the piece and neither concerns Makhlouf's share: a Latakia news network saying he is better than 99 percent of the merchants and officials, and 80 percent of Syrians living under the poverty line
