سجلّ التعديلات

يبقى السجل يتغيّر بعد أن يثبت الكتاب في الطباعة. وكل قيد أدناه أُضيف إلى هذا الصفّ بالترتيب المبيَّن، الأقدم أولاً.

  1. STATUS PARTIAL, and the audit is the reason: it refused this row at READ because the note itself says part of the document is unread. That is the project's own rule working, and the row was corrected rather than the note softened. ARTICLE 9 VERBATIM, the third-country carbon price deduction: 'An authorised CBAM declarant may claim in the CBAM declaration a reduction in the number of CBAM certificates to be surrendered in order to take into account the carbon price paid in the country of origin for the declared embedded emissions. The reduction may be claimed only if the carbon price has been effectively paid in the country of origin.' EFFECTIVELY PAID is the operative test and it is an evidentiary one: a country with a carbon price it cannot evidence gets no deduction. That is Chapter 3's channel stated in law. NOT YET READ IN FULL: the phase-in percentages and the covered-goods annexes. AMENDED TEXT OPENED 11 SEPTEMBER 2026: the consolidated text of 20 October 2025, incorporating Regulation (EU) 2025/2083, at محفوظة في أرشيف المؤلف. Article 3(32): a national accreditation body is one 'appointed by each Member State pursuant to Article 4(1) of Regulation (EC) No 765/2008'. Article 10a(1), inserted by 2025/2083: a verifier registers in the CBAM registry within two months of accreditation 'but not before 1 September 2026'. Article 14(4): the Article 10a(2) information on accredited verifiers (name, scope of accreditation, country of establishment, dates, administrative measures, certificate) is public and the Commission makes it accessible. Article 18(2) is the accreditation power and Article 18(3) the delegation under which 2025/2551 was made. The phase-in percentages and covered-goods annexes remain unread and the status stays PARTIAL. Basis: سجلّ عمل داخلي. [applied from سجلّ عمل داخلي, 12 September 2026]
  2. AMENDED 13 SEPTEMBER 2026 on the AQ-79 ET-39/ET-40 retrieval (سجلّ عمل داخلي, section 0 finding 1): THE REGULATION CARRIES NO PHASE-IN PERCENTAGES TO READ. Article 31 adjusts the certificates to be surrendered to reflect free allocation and delegates the calculation; the year-by-year schedule is Article 10a(1a) of Directive 2003/87/EC as inserted by Directive 2023/959 (SRC-590), a schedule of free allocation retained (the CBAM factor: 97.5 per cent in 2026 falling to 14 per cent in 2033, none from 2034), of which any 'phased in from 2.5 per cent' is the book's arithmetic complement and not the instrument's words. The covered-goods annexes remain unread; status stays PARTIAL.
  3. D-304/D-307 series corrections (03), 18 October 2026: READING OF 18 OCTOBER 2026 (CB-2; D-307; سجلّ عمل داخلي, CB-2): THE ARTICLE 9 THIS ROW QUOTES IS THE 2023 TEXT, AND IT WAS NOT THE TEXT IN FORCE AT THE BOOK'S CLOSING DATE OF 28 SEPTEMBER 2026. The row says: 'ARTICLE 9 VERBATIM, the third-country carbon price deduction: 'An authorised CBAM declarant may claim in the CBAM declaration a reduction in the number of CBAM certificates to be surrendered in order to take into account the carbon price paid in the country of origin for the declared embedded emissions. The reduction may be claimed only if the carbon price has been effectively paid in the country of origin.''. Regulation (EU) 2025/2083 (SRC-560), point (8): 'Article 9 is replaced by the following'; point (27), Article 36(2)(b) as replaced: 'Article 2(2) and Articles 2a, 4, 6 to 9, 10a, 15, 19 and 21, Article 22(1) and 22(3) and Articles 23 to 27 and 31 shall apply from 1 January 2026.' Article 9(1) as replaced, read on 18 October 2026 at محفوظة في أرشيف المؤلف and in the consolidated text of 20 October 2025 (the block marked M1): 'Where the embedded emissions are determined on the basis of actual emissions, an authorised CBAM declarant may claim in the CBAM declaration a reduction in the number of CBAM certificates to be surrendered in order to take into account the carbon price paid in a third country for the declared embedded emissions. The reduction may be claimed only if the carbon price has been effectively paid in a third country.' Article 9(4), last sentence: 'Where the embedded emissions are determined on the basis of default values, a reduction may be claimed only by a reference to yearly default carbon prices.' The implementing power that was Article 9(4) in the 2023 text is Article 9(5) in the replaced text. Both documents were held before the closing date (the amended text since 11 September 2026). Chapter 3 l.111 quotes the text in force in the v33 draft. The 2023 wording quoted earlier in this row is the article's history and may not be printed as the rule in force. The covered-goods annexes remain unread; Status stays PARTIAL.
  4. 19 October 2026 (closing pass 2, lift sweep): the closing date is now 18 October 2026 (D-315). Each 'after the closing date' above is true of the closing date in force when it was written (17 or 28 September 2026); a reading this row dates on or before 18 October 2026 is now an ordinary dated reading and no prose carries the closing-date label for it (the corrected texts of the D-315 pass were searched for 'closing date' on 19 October 2026: only the copyright page l.13 and the evidence note l.25 carry it, both stating the new date).
