- READ IN FULL 17 August 2026, TEN DAYS AFTER PUBLICATION, AND IT IS THE CHAPTER'S BEST INSTITUTIONAL SOURCE. The Board approved the grant on 6 August 2026, the release saying 'approved yesterday'. The World Bank's own characterisation: Syria's financial sector 'remains small, bank-centric, and heavily reliant on cash with minimal financial intermediation, outdated digital payment infrastructure, and challenges in supervisory, financial integrity, and financial stability systems'. IT ANSWERS THE BANK CAPITAL QUESTION BETTER THAN A FIGURE WOULD: the project will 'support independent, system-wide Asset Quality Reviews covering public and private banks', which are 'expected to cover the entire banking system', so AS AT 6 AUGUST 2026 NO SYSTEM-WIDE ASSET QUALITY REVIEW HAS BEEN DONE AND THE CAPITAL POSITION OF THE SYRIAN BANKING SYSTEM IS NOT ESTABLISHED BY ANYBODY. Targets: at least 15 million electronic retail payments a year and at least 500,000 people and businesses, including 150,000 women, actively using digital payments. Quoted: Dahlia Khalifa, World Bank Director for the Middle East Department. The project appraisal document is not retrieved and the route is open.
- PATH CORRECTED 17 August 2026. The research copy had been saved under a filename carrying a DIFFERENT SRC number, because the files were named before the register ids were final. Six rows were affected; the v10 diff review found one of them and recorded it as an observation. The file is unchanged; only its name and this row's path are.
