- READ IN FULL 17 August 2026. IT IS NOT A SECOND WAIVER AND THE CHAPTER MUST NOT CALL IT ONE. MADE UNDER SECTION 7431(a) of the Act, not section 7432(b)(1). Its operative words are that THE CRITERIA LISTED UNDER SECTION 7431 HAVE BEEN MET to suspend the imposition of sanctions otherwise required by section 7412, and the Secretary SUSPENDS THEM FOR 180 DAYS. THE DIFFERENCE IS THE WHOLE POINT AND IT IS LEGIBLE ON THE TWO FACES. The May instrument overrides on a national security interest; the November instrument FINDS THAT STATUTORY CRITERIA ARE SATISFIED. One is a decision to set the statute aside, the other is a finding that the statute's own conditions are met. IT TAKES EFFECT UPON SIGNATURE, where the May waiver took effect upon transmittal to Congress. ONE EXCEPTION ONLY: the suspension does not apply to transactions for or on behalf of the Government of the Russian Federation or of Iran or related to Iranian-origin or Russian-origin goods, technology, software, funds, financing or services. Note that the DPRK exception in the May waiver does not appear here.
- PUBLIC ADDRESS RECOVERED 31 AUGUST 2026 from the publisher's own canonical or og:url declaration inside the archived capture, or from another field of this row, and NOT from a fresh retrieval. The address is what the publisher stated the document's location to be at the time this project captured it; it has not been re-fetched since. Recorded so the works cited head-note count can move and so a reader has a route.
