- REGISTERED AS THE COUNTER-EXAMPLE AND NOT AS AUTHORITY. Its title states that Syria 'allows foreign investors to own up to 60% of local banks'. SRC-245, the instrument itself, sets the ceiling at 49 per cent and makes 60 available only by a Council of Ministers decision on the Credit and Monetary Council's proposal and only where the largest share goes to a qualifying strategic partner. THE SUMMARY IS NOT SO MUCH FALSE AS EMPTIED: it keeps the number a reader would quote and drops the mechanism a reader would need. Where this book uses it at all it is as an instance of the thing the book is about, and the ownership limb is cited to SRC-245.
