That is the second time in this chapter's evidence that a material Syrian energy disclosure is published on a social platform rather than in an official gazette or on a ministry site; the tariff schedule at SRC-334 was published on Facebook. A chapter about what a state publishes should say where it published it. THE HEADLINE MISCOUNTS THE PLANTS AND THE ARITHMETIC SHOWS IT. Verbatim: 'Syria's Ministry of Energy signed final agreements on Thursday with a consortium of international companies, led by the Qatari-based UCC Holding, to build FOUR new power plants with a total capacity of 5,000 megawatts. The plants will use a combination of natural gas and solar energy... the projects include the construction of a 1,200-megawatt plant in northern Aleppo, two plants in Deir Ezzor and Zayzoun with a capacity of 1,000 megawatts each, and an 800-megawatt plant in Mahardah. In addition, a series of solar energy projects, totaling 1,000 megawatts, will be developed across four different locations.' THE FOUR NAMED PLANTS TOTAL 4,000 MW, NOT 5,000. The 5,000 is reached only by adding the solar, which the same sentence describes as separate and 'in addition'. The counterparty's own release at SRC-341 says eight stations, which reconciles. So the state agency has compressed eight assets into four and then attached the eight-asset total to them, which is the class of error this book documents, committed by the government's own news agency about its own largest energy transaction. A chapter using SANA's figure without the counterparty's release would inherit it. NOTE ALSO the spelling 'Mahardah' here against 'Mhardeh' at SRC-341; one man's plant, two transliterations, and the book has met this before. The minister is quoted calling the project 'a major milestone' that would 'strengthen national energy security, stabilize the electrical grid'.
