  1. RETRIEVED AND READ 22 AUGUST 2026, retrieval J1 of the Chapter 8 gate, partly made. THE STRUCTURE THE SOURCE MANUSCRIPT DESCRIBES IS CONFIRMED AT THE UTILITY'S OWN PAGE. The landing page offers two tracks, 'Bring Your Own Device' and 'Lease Energy Storage', which is the leasing track plus the enrolment track for equipment a customer already owns that the manuscript says transfers. THE ENROLMENT TERMS, VERBATIM: 'Choose your batteries and the amount of energy you'll share during peak energy use times and get a rebate up to $10,500.' 'You choose your batteries, where you're buying them, and who is installing them. You also decide how much energy you'll share during peaks.' THE INCENTIVE IS PRICED PER KILOWATT AND THE MANUSCRIPT DOES NOT CARRY THIS: 'The incentive is $850 per kW of storage enrolled for three hour battery discharge, $950 per kW for four hour discharge. If you're retrofitting an existing solar system in an area of the state where more energy storage would be most beneficial for all customers, there's an additional $100 per kW incentive.' So the 10,500 dollars is a ceiling on a per-kilowatt schedule that pays more for longer discharge duration and more again for location, which is a far more useful design for a Syrian facility than a flat cap. DISPATCH FREQUENCY IS STATED: peaks 'happen a few times a month'. AND THE RESERVE MECHANISM IS NOT WHAT THE MANUSCRIPT PROPOSES, WHICH SHARPENS THE MANUSCRIPT'S POINT RATHER THAN WEAKENING IT. The utility's undertaking is: 'If weather is forecasted for your area that is likely to cause outages, we take steps so you have the backup power you need.' THAT IS A FORECAST-DRIVEN UTILITY ACTION, NOT A HARDWARE-ENFORCED FLOOR. The customer's protection is that the customer sets the shared amount at enrolment. Source Chapter 6 line 1907 proposes a reserve 'enforced in the hardware rather than in the software, so that no instruction from Damascus can lower it'. The Vermont precedent does not do that, and a passage implying it does would be wrong; the manuscript's proposal goes beyond its own precedent and should say so. WHAT IS NOT MADE AND IS OWED: the figures the manuscript attributes to the Vermont Public Utility Commission's approval of August 2023, being more than 4,800 home batteries across roughly 2,900 customers, about 50 MW aggregated, a lease at 55 dollars a month and a waiting list of 1,200. NONE of them is on these pages, which carry current terms rather than the 2023 position. Routes tried and failed on 22 August 2026: the lease sub-page at /rebates-programs/home-energy-storage/lease/ returns HTTP 404, and epuc.vermont.gov timed out on connection. Routes named and not tried: the Vermont PUC docket search under a different address, the Commission's order as a PDF, and GMP's own regulatory filings page. All are executable, so those five figures remain a bar on printing.
  2. SUPERSEDED IN PART BY SRC-357, 22 August 2026. The five figures this row recorded as owed are now made at the utility's own release of 18 August 2023, and two of them are narrower than the source manuscript implies: the 55 dollars a month leases TWO Powerwalls, and the 50 MW virtual power plant contains utility-scale batteries and vehicle chargers as well as household ones. The Public Utility Commission's order itself is still not held; epuc.vermont.gov does not resolve from this machine and its archived homepage carries no docket. This row remains the authority for the CURRENT programme terms, including the per-kilowatt incentive schedule and the forecast-driven reserve, which SRC-357 does not carry.
