- RETRIEVED AND READ 22 AUGUST 2026, retrieval I3, a second and independent account of the appointment at SRC-355. VERBATIM: 'The government has named regulatory authorities for the country's electricity and telecommunications sectors, Information Minister Paul Morcos said late Thursday after a cabinet session.' Dated 12 September 2025 and reporting a Thursday cabinet session, which is 11 September 2025. SO IT WAS A CABINET DECISION, WHICH IS WHAT THE SOURCE MANUSCRIPT SAYS, and the announcing minister is named. THE DELAY IS STATED BY THE REPORT AND NOT ONLY BY THIS BOOK: 'The naming of a regulatory authority for the electricity sector was supposed to be done more than 20 years ago but there have been repeated delays by the country's authorities.' TWO FISCAL FIGURES ON THE FACE, BOTH ATTRIBUTED TO NOBODY AND BOTH CORROBORATED ELSEWHERE. 'a sector that wastes over $1 billion a year' sits below the 1.5 to 2 billion annual deficit that Human Rights Watch at SRC-329 attributes to Finance Ministry and Energy Ministry figures, so the two should not be treated as the same measure. 'It has cost state coffers about $40 billion since the 1975-90 civil war ended' is closely corroborated by SRC-329, which reports the World Bank's finding that between 1992 and 2018 transfers to EDL contributed to over $40 billion of Lebanon's public debt. Prefer the attributed World Bank form. CONTEXT ON THE FACE: President Joseph Aoun and Prime Minister Nawaf Salam took office earlier in 2025; the World Bank has described Lebanon's economic crisis 'as among the world's worst since the 1850s'; the 14-month Israel-Hezbollah war that ended in late November badly damaged electricity infrastructure; and in April the World Bank said it would grant Lebanon a 250 million dollar loan. The last is truncated in the extract and is not taken.
