- READ IN FULL AT THE RENDERS, all ten pages. Date of assent and of Gazette notification both 31 July 2015. IT AMENDS ACT 815 AT SEVENTEEN NUMBERED POINTS: sections 5, 7, 10, 11, 12, 16, 17, 21, 23, 31, 48, 54, 57, 60 and 61, the First Schedule and the Second Schedule. SECTION 22 IS NOT AMONG THEM. The Act runs section 21 then section 23 and skips 22, so the chapter's description of section 22 is accurate as at 2015. THAT LIMB OF CH9-B12 IS CLOSED. THE DURABILITY LIMB IS NOT, AND THIS DOCUMENT REFUTES IT. Section 16, headed 'Disbursement from the Petroleum Holding Fund', is SUBSTITUTED WHOLESALE, and that is the section carrying the routing proposition the chapter relies on. Section 11's allocation is rewritten to not more than 70 per cent to the Annual Budget Funding Amount and not less than 30 per cent to the Ghana Petroleum Funds. Section 12 gains a new subsection (6) capping a withdrawal from the Ghana Stabilisation Fund at 75 per cent of its opening balance. Section 21(4) is substituted to carve a maximum of 25 per cent of public investment expenditure to the Ghana Infrastructure Investment Fund. AND SECTION 5(2) IS SUBSTITUTED TO READ, VERBATIM: 'In order to preserve revenue streams from petroleum and ensure the object of this Act, there shall not be any borrowing against the petroleum reserves.' That is an express statutory bar on resource-backed borrowing and it bears directly on the Chapter 10 pointer at CH9-H12. NOT READ: nothing. All ten pages are read.
