1. RETRIEVED AND READ 30 AUGUST 2026. WHAT IT SAYS, ATTRIBUTED: transparency is part of the fund's legal structure since establishment because Decree 113 provides expressly for a strict and transparent governance system of periodic reports, financial audit and continuous oversight; real transparency rests on accuracy of information and timing of disclosure, not on publishing information before it is complete or figures that do not reflect reality; the transfer of assets to the fund is still continuing in parallel with the work of the illicit-gains committee, so the inventory and valuation of those assets is still continuing; each asset needs financial, legal and operational assessment before its path is set; and the duty is to balance Syrians' right to transparency and accountability against protecting investment and commercial information whose mistimed disclosure could harm asset values or the fund's negotiating position. WHAT IT DOES NOT SAY: that transparency is not possible at present; that form of words is Karam Shaar's gloss (SRC-432), and prose citing the statement quotes the statement. SIGNIFICANCE FOR CH5: the statement answers the governance question by quoting the founding clause, the exact pattern approved Chapter 5 identifies at the fund's website, five days after the chapter's 16 to 17 August 2026 as-of dates, and it is the first public statement this project holds from a named officer of the fund. No appointment decree for the author is in any gazette index this project has read (SRC-430).
2. AMENDED 30 AUGUST 2026 ON C1 OF THE CHAPTER 5 v33 DIFF REVIEW: the note text was retrieved in session and was NOT written to disk, so 'held' was true of a working context and of nothing a reviewer, the author or a permissions pass could open. It is now archived at محفوظة في أرشيف المؤلف, both the full note and the truncated display form, with the two endpoints and the retrieval date at its head. THE ARCHIVED TEXT ALSO SETTLES A QUESTION THE ROW HAD LEFT OPEN: the note ends with the fund's name, الصندوق السيادي السوري, followed by the hashtag, so it is signed in the institution's name and published from a personal account, and prose may not describe it as carrying his own signature.
3. D-226 REMEDIATION, 24 September 2026 (B-3): the post restates Decree 113's governance clause in its own words and does not quote it; the prose says restating (Chapter 12 v28 line 117).
