TEN CARRY A WORKING FORWARD TEXT LAYER on which the decree word occurs between 261 and 952 times, so the search is calibrated by the corpus itself, and BOTH AXES WERE RUN PER D-189: none of these files reads backwards. DECREE 99 OF 2026 IS IN NONE OF THEM. The ten searchable files return TEN OCCURRENCES OF THE NUMERAL 99 IN A DECREE CONTEXT AND EVERY ONE WAS OPENED: nine are LEGISLATIVE DECREE No. 99 OF 2011, the associations law, cited in association-liquidation decisions, and the tenth is a share count in a company's articles. 99 IS A PALINDROME IN ARABIC-INDIC DIGITS so the reversal trap does not reach it. ISSUE 27 PART TWO IS THE EXCEPTION AND IT IS STATED: its 203 pages yield 202 characters and NO ARABIC AT ALL, being an image scan with no text layer, so EVERY ZERO ON IT IS WORTHLESS. NO DECREE SECTION. WHAT THIS DOES NOT ESTABLISH: that Decree 99 was never gazetted, part two being where company and registry announcements go; anything about issue 27 part two beyond its index and masthead.
