ISSUE 27 PART TWO (محفوظة في أرشيف المؤلف, SHA-256 ba32f36f3fd0711f63147164f7562c1278aeaaa3b492214b0d79b436a9f91976) WAS READ IN FULL ON 27 SEPTEMBER 2026, all 203 pages rendered at 120 dpi and read as images, record at محفوظة في أرشيف المؤلف and سجلّ عمل داخلي. It is a reading, not a search: the file has no text layer. Contents at the page, gazette pages 1486 to 1534: Ministry of Economy and Industry decisions approving sixteen company statutes with the statutes, four statute amendments and one single-person company decision, nine certificates registering branches of foreign companies and two receipts for branch amendments; Ministry of Energy (وزارة الطاقة) Decisions 609/ش of 12 May 2026 and 41/ش and 42/ش of 11 June 2026, renewable generation licences connected to the distribution network; land registry notices of Damascus, Rural Damascus, Homs and Hama for replacement title deeds, and a corrigendum of 7 July 2026. NO DECREE, NO PAGE NAMING EITHER FUND, NO APPOINTMENT, NO BUDGET INSTRUMENT; the word for a budget occurs only as a company balance sheet. CORRECTION TO THIS ROW: the 5 September superseding block calls the Ministry of Energy items 'decision 3664 of 12 May 2026', 'decision 3665' and 'decision 3666'. At the page 3664 to 3666 are the gazette's running announcement serials in brackets; the decisions are numbered 609/ش, 41/ش and 42/ش. WHETHER THE PROSE MAY REPORT THIS READING IS A DATED EXCEPTION FOR THE AUTHOR. Claims label, proposed per m-4: 'CH5 no 2026 decree appoints anyone to either fund'.

The one register case affected by the lam-alef transposition, لائحة, is already recorded here in the ligature spelling (871 over the twenty-five held before the extension), and the re-run of 28 September 2026 reproduces it.

6. 19 October 2026 (closing pass 2, lift sweep): the closing date is now 18 October 2026 (D-315). Each 'after the closing date' above is true of the closing date in force when it was written (17 or 28 September 2026); a reading this row dates on or before 18 October 2026 is now an ordinary dated reading and no prose carries the closing-date label for it (the corrected texts of the D-315 pass were searched for 'closing date' on 19 October 2026: only the copyright page l.13 and the evidence note l.25 carry it, both stating the new date).
