S&P Global Ratings' sovereign ratings list at disclosure.spglobal.com RETURNED HTTP 403 FORBIDDEN. Fitch Ratings returned HTTP 200 at 1,967,890 bytes yielding 1,169 CHARACTERS OF TEXT AND NO COUNTRY LIST OF ANY KIND, which is a client-rendered shell and not evidence; no control test was run against it and none is needed, because a page with no country list cannot answer a country question. MOODY'S WAS NOT TRIED AT ALL. NOTHING IS ESTABLISHED ABOUT WHETHER SYRIA CARRIES A SOVEREIGN RATING. UNTRIED AND EXECUTABLE: Moody's sovereign list; the agencies' own country pages reached from site navigation; and a bond index or clearing system, which need a subscription this book does not hold and therefore need the author. THE FIRST TWO ARE EXECUTABLE AND ARE A BAR ON PRINTING.
2. MOODY'S TRIED 7 September 2026, AND IT IS A SHELL. moodys.com returned HTTP 200 at 124,531 bytes yielding 9,718 characters; ratings.moodys.com returned 30,569 bytes yielding 29,054 characters; AND ratings.moodys.com/sovereign-supranational RETURNED THE IDENTICAL 30,569 BYTES AND 29,054 CHARACTERS AS THE ROOT, which is a client-rendered application answering two different paths with one payload. Server header cloudflare on all three. Syria returns 0 on every one AND SO DO the controls Iraq, Egypt, Jordan, Lebanon and Oman, so the zero is a property of the shell and not of the ratings. NOTHING IS ESTABLISHED ABOUT WHETHER MOODY'S RATES SYRIA. All three agencies are now tried and none has yielded a country list: S&P 403, Fitch a shell, Moody's a shell.
