RELEASE DATE: the ministry's Telegram channel, post 9649, 2026-08-31T06:52:29Z, 'أصدرت وزارة المالية تقرير الأداء المالي نسخة المواطن للنصف الأول من عام 2026' with the docs.mof.gov.sy link; SANA, 31 August 2026 10:13, 'أصدرت وزارة المالية اليوم الإثنين تقرير الأداء المالي للموازنة العامة للدولة عن النصف الأول من عام 2026' (محفوظة في أرشيف المؤلف), which calls it the third release in the ministry's disclosure series after a 2025 performance report and the 2026 citizen budget. PAGE 9 (million US dollars): first half 2026 actual revenue 2,695, spending 3,700, deficit -1,005; first half 2025 actual revenue 1,280, spending 858, surplus 422; budget 2026 revenue 8,716, spending 10,516, deficit -1,800. PAGE 17: 'بلغت النفقات الفعلية للدولة خلال النصف الأول من عام 2026 نحو 3.7 مليار دولار أمريكي'; salaries, wages, compensation, bonuses and benefits 1,339 (36%), administrative 1,025 (28%), investment 1,021 (28%), subsidies and social security 315 (9%). ON MY ARITHMETIC the budget line for subsidies and social security is 23.5 per cent of 10,516, where the citizen budget (SRC-276) page 21 gives 13 per cent for the same pair and 60 per cent for current spending against this report's 49 (3,578 + 1,582); the two documents classify differently and neither states why. NO EXCHANGE RATE is stated (no 'سعر الصرف' or 'ليرة' in the text layer), NO HEADCOUNT, and page 3 gives definitions of items, not a method. The 2025 performance report SANA mentions is the ministry's summary of 2025, held and read on 29 September 2026 at SRC-705 (سجلّ عمل داخلي).
2. 20 OCTOBER 2026 (article 14, D-322): live copy byte-identical to the held copy. p.16, the ministry's words: [quotation withheld, 9 words; follow the citation], total spending 35 per cent of the budget, monthly average about 617 million dollars, and [quotation withheld, 16 words; follow the citation]. p.3: investment spending is defined as [quotation withheld, 7 words; follow the citation] including «الاحتياطي المخصص للنفقات الاستثمارية», so the 2,888 includes a reserve. p.5: the period is 1 January to 30 June 2026. Unaudited; dollars with no exchange rate printed. Do not call the rate low: the ministry expects a higher second half.
