Article 1: 'تشكل لجنة برئاسة معاون وزير الإدارة المحلية والبيئة للشؤون الفنية' with members by office only, including 'المدير التنفيذي لشركة دمشق الشام القابضة' and 'خبيرين اثنين يمثلان المُلّاك في المنطقتين التنظيميتين (ماروتا سيتي – باسيليا)'; Article 2 its task, 'دراسة ومراجعة الإجراءات المتخذة خلال مراحل تنفيذ المرسوم /٦٦/ لعام ٢٠١٢، وذلك لجهة تمثيل الحقوق والتثبت من الحلول المتعلقة بالتظلمات الناتجة'; Article 3 one month; Article 4 results to the General Secretariat; Article 5 'يُبلّغ هذا القرار من يلزم لتنفيذه' (communication only, no order to publish). Bases recited: Legislative Decree No. 38 of 2023 and Decree No. 14 of 2025, NOT OPENED. The governorate's post: 'بناء على طلب واقتراح السيد محافظ دمشق'. SANA: 'ووفق القرار الذي نشرته محافظة دمشق عبر قناتها على تلغرام اليوم'. Syria TV's report is dated 5 December 2025 (held at محفوظة في أرشيف المؤلف); the decision is dated 4 December (SOURCE_PACK C1). Not found in the Gazette as held: SRC-814. Route not tried: the Presidency's own site or channel.
