- The chapter prints neither the conversion ratio nor the effective date, because the executive instructions and the decree have not been opened. SRC-039 stays open for them.

THE CONVERSION OF BANK BALANCES AT THE BEGINNING OF 2026 IS NOT IN EITHER INSTRUMENT and continues to rest on SRC-044 alone, which the prose now states.

Any clause holding this claim open for the instrument is withdrawn: THE INSTRUMENTS ARE HELD at SRC-455 and SRC-456 and the chapter cites both.
