- THE STAGE IS A DECISION TO ESTABLISH AND NOTHING ABOVE IT. The statement itself places the completion of the establishment procedures ahead rather than behind. No coverage limit, no funding source, no commencement date and no instrument is named; protection is promised 'within specified limits and controls' which the statement does not specify.
قيد لاحق: STAGE RAISED 25 October 2026: FROM A DECISION TO ESTABLISH TO AN INSTITUTION ESTABLISHED, on SRC-900 and SRC-881, each attributed; that the World Bank's Authority is the same body is an inference (no Arabic name in the paper). STILL NO SCHEME: no coverage limit, funding source or commencement date in any document read. This row's first sentence ("[quotation withheld, 11 words; follow the citation]") is true of SRC-248 and is no longer the latest stage held.
