The deposit guarantee institution 'was established' (passive, no date, no instrument, no coverage limit or funding). HELD SINCE 21 SEPTEMBER 2026 AND LISTED THEN ONLY FOR THE MASTERCARD AND VISA ITEM, so this sentence went unrecorded until the backlog triage of 24 October 2026 (سجلّ عمل داخلي A2). It is the state news agency's account, tier 5, not an instrument.
