- Syria is an ICSID contracting state since 24 February 2006 and an unreserved party to the New York Convention since 7 June 1959. UNCTAD lists 45 bilateral investment treaties, 33 in force. Two investor-state awards against Syria are publicly recorded

(PUT INTO REPORTED SPEECH 3 September 2026 on M7 of سجلّ عمل داخلي, its third sighting. The wording was previously quoted verbatim, on the convention that struck text is quoted so it cannot return. THAT CONVENTION COLLIDES WITH ITSELF ON AN ABSENCE: a quoted absence is still an absence to any check that greps for one, which is why SST-002 adopted reported speech for the same reason on 26 August 2026 and this row did not.
