Syria is an ICSID contracting state since 24 February 2006 and an unreserved party to the New York Convention since 7 June 1959. UNCTAD lists 45 bilateral investment treaties, 33 in force. Two investor-state awards against Syria are publicly recorded

THE ABSENCE WAS THE EARLIER MANUSCRIPT'S AND IT IS CLOSED IN THIS BOOK, CORRECTED 26 AUGUST 2026 AT THE PART THREE GATE 6 REMEDIATION, AND THE STRUCK WORDING IS QUOTED SO IT CANNOT RETURN: this cell asserted that the manuscript contained no mention of arbitration, of ICSID, of bilateral investment treaties or of the New York Convention. (PUT INTO REPORTED SPEECH 3 September 2026 on M7 of audits/reports/part-three_gate6_continuity_audit_RERUN_2026-09-03.md, its third sighting. The wording was previously quoted verbatim, on the convention that struck text is quoted so it cannot return. THAT CONVENTION COLLIDES WITH ITSELF ON AN ABSENCE: a quoted absence is still an absence to any check that greps for one, which is why SST-002 adopted reported speech for the same reason on 26 August 2026 and this row did not.
