training is the standard recommendation for a country in Syria's position, and the standard evidence for it is Swiss.The Swiss Federal University for Vocational Education and Training's cost-benefit survey, published in November 2025 and covering the 2022/23 training year, reports that around 71 per cent of apprenticeships achieved a net benefit for the training company during the apprenticeship itself.The comparison that carries the argument is Germany, whose system is structurally similar.The report's explanation of the gap is productive output, about 80 per cent higher in Switzerland because, in its words, Swiss apprentices spend less time on training exercises and more time on productive work.And the transfer limit the recommendation never carries is in the same report: only 16.5 per cent of Swiss firms train at all, 53,828 of 327,309.So the lesson is not that Syria should build a Swiss system.Everything this chapter has said about Syrian data applies to that recommendation Every sentence is the first sentence of a paragraph in a section whose own heading says what the chapter claims, establishes or supports, or what it does not establish or cannot tell. They are extracted by that rule, verbatim, and the page will not build if one is not in the approved chapter. A chapter drawn with no limits has no such section; that is a fact about how it is written, not a claim that it has none.
