The clocks that run against owners
Every property statute Chapter 4 reads runs on deadlines. Some fall on the state and some on the owner, and which is which decides who loses when a clock runs out. Below, each statute’s clock step by step, and then the windows that actually ran.
The state must actThe owner must actA court must decideEveryone living there must leave
Each statute’s clock
Each statute’s steps in order, left to right, coloured by who must act. A chevron widens with its time limit on a logarithmic scale, so a week and fifteen years fit on one line; months and years are counted at 30.4 and 365 days to draw them. The track shows order and burden, not a calendar: the durations are not added, because the statute does not say they run back to back.
Read each step on its own scale
Law 10 of 2018, as amended
The chapter: The administrative unit has one week to ask the real estate directorate for the list of owners.
The chapter: The directorate has forty-five days to supply it.
The chapter: The unit has one month to form a committee to enumerate what is on the ground
The chapter: Then the burden crosses over.
The chapter: Appeals against the committee's decisions go to the civil Court of Appeal of the governorate within thirty days
The chapter: the court decides in chambers within thirty days
The chapter: within six months of the distribution decision becoming final
Law 10 of 2018, as first passed

Law 3 of 2018
The chapter: it is published in the Gazette and in the press and posted for fifteen days
The chapter: have thirty days from the announcement to apply
The chapter: draws up a table of owners within a hundred and twenty days
The chapter: may be appealed to the civil appellate court of the governorate within thirty days of its publication in the Gazette
The chapter: for a final ruling in chambers inside another thirty
The chapter: if they apply within thirty days after the appeal period and remove them within thirty more
Law 33 of 2017, judicial route
The chapter: interested parties have six months from its publication in the Gazette and in two local newspapers to submit the documents
The chapter: one lodged with documents is decided in chambers within two months of the objection period ending
The chapter: the confirmation decisions that follow are published and may be appealed within fifteen days
The chapter: anyone claiming a right recorded in the register has five years from the judge's decision becoming final to sue for the right itself
The chapter: and fifteen to sue for compensation
Read Law 10’s clock top to bottom and the chapter’s point is visible: the first three deadlines fall on the state, and then the burden crosses over. As first passed, the owner’s step was thirty days. The one-year window came seven months later, with Law 42 of 2018.
The windows that ran

Every duration and sentence here is in Chapter 4 as approved, and the page will not build if one is not. These are the deadlines the chapter sets out, not every deadline the statutes contain. None of this is legal advice.
