قيد لاحق: D-230 (Chapter 4 v58), 26 September 2026: SLDP's workshop report (SRC-692, read after the closing date; the eighth dated exception) records one of the residents' working groups (the third of three, day one) holding Decree 66 an exceptional decree cancelled in principle by the Declaration, «لكن ذلك لم يُترجم عملياً», and a member of the National Commission for Transitional Justice (day two) describing a programme on the decree whose aim was «إلغاء المرسوم وإعادة الحقوق قدر الإمكان». The member's programme is consistent with this row. The group's premise, that the Declaration itself cancelled exceptional decrees, is contrary to this row's reading of Article 48 and is recorded here as a conflict. CH4 v59 line 55 (corrected in the D-230 remediation, 26 September 2026, F-2 and M-2 of سجلّ عمل داخلي).
