1. OPENED 28 SEPTEMBER 2026 FOR THE CLOSING PASS (D-249), record at سجلّ عمل داخلي sections 1 and 6; registered 29 September 2026 by unit CL-D. The listing text read: [quotation withheld, 13 words; follow the citation], and no title later. The listing carries no supplement for issues 33 to 35 and the supplement slugs for 33, 34 and 35 return 404; the slugs for issue 36 parts one and two, issue 37 parts one and two and issue 38 part one return 404. REFUSALS: part one of issue 3 (listed 20 January 2026, pdf-view 654302) and the supplement to part one of issue 18 (listed 7 May 2026, pdf-view 654639): the issue pages serve HTTP 200 and each file endpoint returns 403 on five variants (iframe referer, page referer, lang=en, no language parameter, a Range header) and 403 with no referer, in a fresh cookie jar for each; the Internet Archive CDX returns [] for both slugs and both pdf-view paths. The archive has no transcribed index for any 2026 issue (nine issue pages fetched, all \"no rows found\"). ROUTES TRIED FOR ISSUES AFTER 10 SEPTEMBER 2026: the listing; the slug probes above; the Internet Archive CDX for issue 36 ([]) and for the listing (503); pministry.gov.sy by https (URLError) and http (RemoteDisconnected); parliament.gov.sy /laws/ and /arabic/index.php (URLError). ROUTES NOT TRIED: a later re-listing of the archive and the Internet Archive CDX for the listing once it is back (both executable by this process, not on 28 September); the government publisher, «مديرية المطبعة والجريدة الرسمية», Damascus; a paid Syrian legal database; a request made inside Syria (these three need the author). WHAT THIS ROW MAY NOT SUPPORT: any statement about what the Gazette published after 10 September 2026. The archive listed issues 33 to 35, dated 26 August to 10 September 2026, only after 13 September 2026; when it added them is not established. D-249's instruction to fetch the issues published between 17 and 28 September 2026 is unmet through this route.
