Control: issue 35 part one fetched again by the same route, byte-identical to the held file (SHA-256 b3a2f6a2...). The Chrome 126 User-Agent string of 28 September was refused six times (RemoteDisconnected) and the bare Mozilla/5.0 token served.

The listing text read by me 18 October 2026: [quotation withheld, 20 words; follow the citation], and no title dated later. REFUSALS 18 October 2026, 18:49:37 to 18:49:58 UTC, in a fresh cookie jar each: part one of issue 3 (pdf-view 654302) and the supplement to part one of issue 18 (pdf-view 654639); issue pages HTTP 200, viewer data 'download: off', every file request 403 (iframe referer, page referer, lang=en, no language parameter, a Range header, no referer). 404: issue 36 supplement to part two, issue 37 parts one and two, issue 38 parts one and two, part one of issues 39 and 40. ROUTES NOT TRIED: the government publisher (مديرية المطبعة والجريدة الرسمية, Damascus), a paid Syrian legal database, a request inside Syria (all need the author); the CDX prefix query once the Internet Archive answers, and a later re-listing (executable by this process; pointless on 18 October, the archive's lag being at least a month). WHAT THIS ROW MAY NOT SUPPORT: any claim about what the Gazette published after 17 September 2026. Issue 36 (16 and 17 September) was absent from the listing of 28 September and present by 16 October 2026 (SRC-814), a lag of at least eleven days. SUPERSEDES SRC-766 as the latest listing.
