The commentary: 'The estimated cost of rebuilding the country ranges between $250 billion and $400 billion', the only link in the sentence pointing to about:blank from the day of publication. Rewriting the Rules line 125: 'rebuilding the country is expected to cost between $250 and $400 billion'; line 175: 'the estimated $250-$400 billion required to rebuild the entire country'; neither carries a note, and the book's reference list (checked 28 September 2026 for 'Rayes', 'Atlantic Council' and 'Dispatch from Damascus') lists one Atlantic Council work, a different report, and not this commentary
