ما الذي يقيسه، وحدوده
Installed off-grid solar photovoltaic capacity in megawatts at end-year, Syrian Arab Republic; series begins 2022 and has no earlier value in either edition; the 189 MW on-grid figure is total solar 2,249 minus off-grid 2,060 and is an author calculation on two IRENA tables
أدلة متعارضة
IRENA revised the same series between consecutive editions: off-grid solar for 2024 was 2 MW in Renewable Capacity Statistics 2025 and 1,500 MW in the 2026 edition, a factor of 750; total solar for 2024 moved from 60 to 1,606 MW. The 2022 and 2023 values moved likewise. IRENA's own Syria country profile, last updated on its own face on 22 September 2025, still carried 60 MW when fetched on 15 October 2026 (HTTP 200; the file is byte-identical to the copy of 11 September 2026). [CORRECTED 23 AUGUST 2026; this row read 'of 24 September 2025', the PDF creation timestamp. THIS IS THE CLAIM ROW GOVERNING THE PARAGRAPH THE v4 PASS CORRECTED, and it kept the error the prose had just lost: ADJ-03 of the Chapter 8 v4 diff review.] [AMENDED 15 OCTOBER 2026, lifting MIN-2115:] None of the documents searched explains the change; the documents searched, as at 11 September 2026, are those the Action column's amendment of that date lists

قاعدة استخدامه
Print only with the as-of year, the publisher, and the fact that every Syrian value carries IRENA's flag 'o' for figures obtained from official sources rather than estimated by IRENA. Never print 2,060 MW as generating capacity or as dispatchable; it is off-grid installed capacity and does not enter the grid supply mix, which is why the World Bank puts intermittent renewables at 0.4 per cent of supply in 2024. Label the 189 MW as this book's subtraction
قيد لاحق: ACTION NARROWED 23 August 2026 at CF-02 and CF-05 of the Chapter 8 battery, ON THE RENDERED PAGES OPENED THAT DAY. The instruction to state 'that every Syrian value carries IRENA's flag o' IS TOO WIDE AND IS SUPERSEDED. It is true of the 2026 edition's off-grid table, where the Syrian row reads 249.000 o, 931.000 o, 1 500.000 o and 2 060.000 o at محفوظة في أرشيف المؤلف. It is FALSE of the 2025 edition, where the Syrian row at محفوظة في أرشيف المؤلف reads 2.000, 2.000, 2.000 with NO FLAG LETTER AT ALL while every other Middle East row carries one. The permitted form names the edition and the table. AND THE MEASURE IS OFF-GRID CAPACITY, NOT ROOFTOP OR HOUSEHOLD CAPACITY: IRENA publishes no rooftop or household series for Syria, so any sentence dividing the 2,060 by a household system size states that it assumes the stock is substantially household systems, and states the direction of the error if it is not.
قيد لاحق:
قيد لاحق: AMENDED 11 SEPTEMBER 2026 ON AQ-73 B9. 'the 189 MW on-grid figure ... is an author calculation on two IRENA tables' is true of the printed edition and false of the agency's data portal, which publishes Syrian on-grid solar PV 2025 at 189.000 MW (IRENASTAT, C-ELECCAP, latest update 16 April 2026, source line Renewable Capacity Statistics 2026). Label the 189 as published by the agency in its portal and absent from its printed tables, where it is the difference of the total and off-grid tables. 'No explanation appears in either edition's tables or notes; the methodology pages were not searched' becomes: no explanation naming Syria appears in the tables, notes or front matter of either edition, in the four revision notes of 2025 and 2026, in the December 2025 off-grid statistics or its methodology annex, in the notes and methodology page, in the 2018 off-grid methodology, in the 2024 taxonomy or in the portal metadata, as searched on 11 September 2026. The 2025 edition's notes say unflagged data is questionnaire data; the permitted form of the flag sentence names that. [applied from سجلّ عمل داخلي, 12 September 2026]
قيد لاحق: CORRECTED 5 OCTOBER 2026 on V3 INC-1 (سجلّ عمل داخلي), at the document: the 2025 edition's Syrian off-grid row reads '2.000 o 2.000 e 2.000 e', official for 2022 and estimated by IRENA for 2023 and 2024 (محفوظة في أرشيف المؤلف, PDF p. 65, word geometry and a 400 dpi render). THE READING ABOVE THAT IT CARRIES NO FLAG LETTER AT ALL IS WITHDRAWN; the text layer's letters are the Syrian row's own. Chapter 8 v76 line 11 states the flags as printed. THE INSTRUCTION THAT THE FLAG SENTENCE NAMES THE QUESTIONNAIRE IS WITHDRAWN WITH IT: the 2025 Syrian values are flagged, so the questionnaire sentence does not describe them (M-1 of سجلّ عمل داخلي).
