- RETIERED 11 August 2026 under D-028 against EVIDENCE_PROTOCOL's six-level source hierarchy. The previous value was an ad hoc quality score on an undocumented scale. Tier now records SOURCE TYPE only; how far this project has checked the document is the Status column. Previous value: tier 3. JUDGEMENT: an agency factsheet sits between levels 3 and 4. Held at 3 as an official publication, with the caution that this factsheet cites the EPRS briefing at SRC-021 by bare URL and adds no method of its own. Opened 10 August 2026. The sentence is verbatim: Reconstruction needs could range from USD250 to USD 900+ billion, carrying footnote 6. Footnote 6 is a bare URL to the EPRS At a Glance of March 2025 at SRC-021 and names no author, title or date. Two further defects in the same factsheet: the figure 900+ is a rounding of the EPRS's 923, so the number changed shape in transmission; and footnote 4 is referenced in the body text after 84 per cent below 2010 levels but does not appear in the footnote list at all, so one of its own citations leads nowhere
