- CREATED 11 August 2026. The fifth review found this document named and characterised in Chapter 2 and registered nowhere. It matters because the per-capita derivation that travels under Global Financial Integrity's name originates here rather than in the study: the release quotes it, and the release says so. WHAT CHAPTER 2 SAYS ON IT, and the limit is in the prose: only what the release reproduces. WHAT TO CHECK IF OBTAINED: whether the post states a population for its per-capita arithmetic, whether it gives a price basis for the ten-year cumulative total, whether it carries the conservative estimate anywhere, and whether the rest of the post is as careful as the sentence the release quotes SUPERSEDED 11 August 2026 BY SRC-059, which is the same document, Freitas, After Years of Leakages, and carries the retrieval record. This row sat at TO_OBTAIN with a what-to-check-if-obtained note while SRC-059 recorded four failed routes, so a reader of this row alone would not know the attempt had been made. Found by the diff pass and confirmed by absences. A superseded row that does not say it is superseded reads as current, which is the inverse of the rule that an unchecked field must not look checked.
