It matters because the per-capita derivation that travels under Global Financial Integrity's name originates here rather than in the study: the release quotes it, and the release says so. WHAT CHAPTER 2 SAYS ON IT, and the limit is in the prose: only what the release reproduces. WHAT TO CHECK IF OBTAINED: whether the post states a population for its per-capita arithmetic, whether it gives a price basis for the ten-year cumulative total, whether it carries the conservative estimate anywhere, and whether the rest of the post is as careful as the sentence the release quotes SUPERSEDED 11 August 2026 BY SRC-059, which is the same document, Freitas, After Years of Leakages, and carries the retrieval record.
