REGISTERED BECAUSE THE CHAPTER LEANS ON IT AND COULD NOT NAME IT. Chapter 2's second chase turns on the fact that the per-capita derivation attributed to the GFI study appears nowhere in the study and originates in this post, so this is the document at the end of that citation chain. v11 disclosed it as unopened in the author's voice and left it there; the author's instruction of 11 August 2026 was that sources are opened unless they genuinely cannot be found, so it was attempted. FOUR ROUTES, ALL FAILED, 11 August 2026. The Internet Archive availability API against the constructed post URL returned archived_snapshots empty. The Archive's CDX index is unreachable from this environment. Two open web searches returned only the GFI release that quotes the post. A search restricted to financialtaskforce.org, financialtransparency.org and gfintegrity.org did not surface it. The Task Force has since been renamed the Financial Transparency Coalition and its domain no longer resolves. NO ROUTE REMAINS that this project can execute; a library or the Coalition's own archivist might hold it. This satisfies EVIDENCE_PROTOCOL's exception, which requires attempted, failed and recorded, and Chapter 2 v12 now states the limit as a fact about the record rather than as a note about the author's reading. WHAT THE RELEASE ESTABLISHES ABOUT IT, and it is more than v11 used: the title, the author, the host site and its domain, the date, that the report it draws on was still forthcoming, and a block quotation containing the US$23.6 billion, the US$2,891 per capita GDP for 2010 and the US$1,048 per citizen derivation. The wording inside the block is 'corruption, trade mispricing, bribery, and other illicit activity', which is more careful than the release's own opening sentence and less careful than its headline. That three-way spread is the chase's finding and it does not depend on opening the post CROSS-REFERENCE CORRECTED 11 August 2026. This cell cited SRC-036 as the document through which the post is known. SRC-036 is the Syria TV corruption article; the Global Financial Integrity press release is SRC-041. Found independently by the figures, diff and absences passes of the D-038 battery, which is three passes on one cell. STATUS CORRECTED FROM UNOBTAINABLE TO READ, 12 August 2026, AND THE EARLIER ROW WAS WRONG. This row recorded four failed routes and stated that NO ROUTE REMAINS. WHY THE EARLIER ATTEMPT FAILED, and it is a fact about the attempt and not about the archive: v12's own wording says the availability index returned no snapshot 'for the address I constructed for it'. Dated 30 November 2011 at 5:27 pm, so it PRECEDES THE RELEASE BY ONE DAY and the report by weeks, confirming the chapter's sequence from both ends. Author self-described verbatim as an Economist at Global Financial Integrity and a co-author of the report. THE PER CAPITA GDP FIGURE IS HYPERLINKED to data.worldbank.org/indicator/NY.GDP.PCAP.CD in the post AND in the release markup, so the chapter's claim that the release attaches no source to US$2,891 is FALSE of the document and true only of a text extraction. THE CONSERVATIVE ESTIMATE IS ABSENT FROM THE POST TOO: searched 15,288, 15.3, conservative, normaliz, normalis, high-end and range, all zero. So the range was never in the chain at any point between the study and the world, which the chapter could previously say only of the release. AND THE PER-CITIZEN CONSTRUCTION WAS BORROWED: the post's penultimate paragraph carries the Los Angeles Times reporting Gaddafi hiding more than US$200 billion, more than US$30,000 for every Libyan citizen, three paragraphs after the Syrian per-head derivation in the same post. The post names the president as al-Asad three times and al-Assad once, so the transliteration variance the chapter noticed is the source's own. PREVENTION, PROCEDURAL: before recording a document unobtainable, extract every URL from the HTML of the document that cites it and query those, rather than an address built from the title.
