The underlying body is the Syrian regime's own Central Organization for Financial Control, reporting on financial year 2022; Syria TV, captioned by the translating outlet as an opposition website, reported it on 14 April 2023; and The Syrian Observer translated and edited it, closing with: The Syrian Observer has not verified the content of this story. Responsibility for the information and views set out in this article lies entirely with the author. The article gives at least four totals on different bases and defines none: 104 billion pounds discovered, of which seven billion recovered; 88 billion attributed to the Financial Audit Authority, of which two billion recovered; 9.4 billion in the economic public sector, of which 3.6 billion recovered; and over six billion in the administrative sector, of which 1.6 billion recovered. Two ministries alone account for about 74 billion. The 400 per cent headline states no prior-year figure and no unit. [CORRECTED 23 AUGUST 2026, STRUCK WORDING QUOTED: this sentence read 'states no prior-year figure, no unit and no statement of what rose'. IT CONTRADICTED ANOTHER SENTENCE IN THIS SAME CELL, which reads 'The 400 per cent does name a subject, thefts and corruption rates, while defining no measure.' The second is right and the first was left standing beside it. Chapter 2 v29 line 149 now says the percentage is attached, as it is in the English, to a subject rather than to a measure, and this row is the English. The six billion in the administrative sector is REQUIRED TO BE RECOVERED, not discovered, which is a fourth basis. The 400 per cent does name a subject, thefts and corruption rates, while defining no measure. And the article carries NO BYLINE while its disclaimer assigns responsibility entirely with the author
AMENDED 18 AUGUST 2026. THE ARABIC ORIGINAL IS NOW HELD AT SRC-259 AND IT CORRECTS THIS ROW'S DATE. This row and the chapter give the article as Syria TV of 14 April 2023, which is The Syrian Observer's date for its translation; the original's own stamp is 13 April 2023, last updated 17 April. AND IT SETTLES THE QUESTION THE CHAPTER LEFT OPEN: the two unreconciled totals, the undefined bases and the unqualified 400 per cent are all in the Arabic, so the defect is in the document and the translation is faithful. The translation does drop three things the original carries, listed at SRC-259.

THE TRANSLATION DROPS NOTHING, AND A CLAIM THAT IT DROPPED THREE THINGS WAS PRINTED AT CHAPTER 2 v22 ON A READING OF THIS ROW RATHER THAN OF THE DOCUMENT. THE TRANSLATION CARRIES MORE STILL, none of it used by the chapter: Lattakia most corrupt economically at 2.7 billion pounds and administratively at 3.1 billion, Aleppo second at about 1 billion, 2,357 public entities and 1,544 reports in the administrative sector, and Syria's penultimate rank on Transparency International's 2022 index. This cell said “the same two unreconciled totals” and said of the Latakia material “none of it used by the chapter”. NEITHER IS NOW TRUE. THE ARTICLE CARRIES FOUR TOTALS, not two: more than 104 billion discovered, 88 billion reached by the control body, more than 9.4 billion in the economic public sector and more than six billion required to be recovered in the administrative sector. That was established at the Arabic original, SRC-259, in the Chapter 2 v31 pass and verified independently at the Arabic by the v31 diff reviewer. AND THE CHAPTER NOW USES THE LATAKIA FIGURE, at 02-numbers-that-fail_v31.md line 149, where the Arabic sub-heading and the English body sentence are set side by side to show a measure becoming a ranking. What is unchanged: the Arabic and the English do carry the same defect, and the 400 per cent is unqualified in both., and the translation adds nothing and removes nothing that bears on any of it.
