- READ AND DELIBERATELY NOT USED FOR THE OPERATIVE TERMS, BECAUSE IT PREDATES ENACTMENT AND DESCRIBES A SUPERSEDED DRAFT. The page says in terms: 'As of 15 October 2025, the enrolled NDAA text reflecting the final amendment language has not yet been published on Congress.gov', and it describes Amendment 3899 as requiring a report 'every 120 days on whether the Syrian government meets six specified conditions'. THE ENACTED SECTION 8369 IS 90 DAYS THEN EVERY 180 DAYS AGAINST EIGHT CRITERIA, which is what the chapter reads off the statute. A pass that had taken its terms from this tracker would have printed 120 days and six conditions. IT ALSO CARRIES THE SNAPBACK FRAMING THE STATUTE DOES NOT SUPPORT: 'If the Administration fails to certify compliance for two consecutive reporting periods, the sanctions would automatically snap back.' SRC-250, revised 25 June 2026, reads the enacted text the other way and agrees with this chapter. Registered as a specimen of a tracker overtaken by the instrument it tracks.
