1. SYRIA IS INSIDE THE ARRANGEMENT'S SYSTEM, NOT OUTSIDE IT, AND THAT IS THE OPPOSITE OF WHAT CAP-006 RECORDED. Row 175 of the classification of 26 June 2026 reads SYR Syrian Arab Republic 7 7, previous and current, WITH NO PREVAILING NOTE. The scale runs 0 to 7 and 7 is the highest risk category; a dash with a note means a country is not classified, which is the treatment given to high-income members such as Sweden and Switzerland. Syria is classified. It shares category 7 with Afghanistan, Belarus, Cuba, the Democratic People's Republic of Korea, the Democratic Republic of the Congo, Eritrea, Ethiopia, AND ALSO WITH ARGENTINA AND BOLIVIA, which is worth knowing before the category is described as a pariah tier. AND THE SECOND DOCUMENT GIVES A POSITIVE ENTITLEMENT. Country Classification 2026, as of 31 July 2026, records: Syrian Arab Republic, SYR, Local Costs Category II, subject to the country risk classification methodology YES, TIED AID ELIGIBILITY ELIGIBLE, MINIMUM CONCESSIONALITY 35 PER CENT. The column meanings are the document's own header. WHAT THIS DOES AND DOES NOT ESTABLISH. It establishes the RULES under which the Participants' agencies may support Syrian business, and that Syria is eligible for tied aid at 35 per cent minimum concessionality. IT DOES NOT ESTABLISH THAT ANY INDIVIDUAL AGENCY WILL WRITE COVER, because country cover policy is set agency by agency. SEE SRC-421 AND SRC-422, WHICH BOTH SAY NO
2. RE-READ AT THE DOCUMENT 7 SEPTEMBER 2026 FOR THE AQ-73 SWEEP. The table archived at محفوظة في أرشيف المؤلف, 6 pages, carries at its own head 'Valid as of: 26 June 2026'. ENTRY 175: SYR, Syrian Arab Republic, PREVIOUS 7, CURRENT 7. THE SCALE RUNS 0 TO 7 AND THEREFORE HAS EIGHT BANDS; category 7 is the highest and is NOT 'the seventh of seven'. The Chapter 10 v24 pass printed the ordinal form and it is a factual error, B3 of that pass's diff review, caused by carrying EKN's own phrase 'Category 7 of 7' at SRC-484 onto a different scale.
