It names no law, no window, no compensation and no announcement; the thirty days Chapter 4 v42 attributed to it are Syrians for Truth and Justice's description of the declarations procedure (SRC-099), not the decree's text.

Confirms the chapter's 'there is no recital to quote' and 'the decree does not say what it is acting under' at the text, and The Syria Report's reading that it rested on Detailed Zoning Plan 104 (the decree names the plan and the approved economic feasibility study, which are the two things Law 10's Article 1 requires, without naming Law 10). Falsifies 'Decree 237 gave thirty days': the decree gives no window. Registered 16 September 2026.
