TEXT: 'While around 1.8 million refugees and over 2 million internally displaced persons (IDPs) have returned since December 2024, 15.6 million people still require humanitarian assistance.' The 15.6 million carries no source marker, as in the May update (CH1 l.233). The May update's qualification ('Returns are taking place in the presence of ongoing structural vulnerabilities, rather than as a result of improved conditions.') does not recur here; CH1 l.227 keeps it attributed to May (SRC-024). NOT USED: the 15 October 2026 dashboards (124507: 1,831,587 refugee returnees; 124506: 2,061,792 IDP returnees), a different product.
