QUOTE THE WHOLE CLAUSE, with «أو إطلاق الوعود الحالمة»: cut to «سياسة الشكوى» and placed after a minister's complaint it reads as a rebuke of the minister, which the source does not show (article 14 REVIEW A14-14). It was said of Syria's challenges, ten days before SRC-877. Reported speech: attribute to SANA. The same item has «وهناك مذكرات تفاهم بدأ تنفيذ بعضها»: memoranda, the President's own word.
