QUOTE THE WHOLE CLAUSE, with «أو إطلاق الوعود الحالمة»: cut to «سياسة الشكوى» and placed after a minister's complaint it reads as a rebuke of the minister, which the source does not show (article 14 REVIEW A14-14).
