WHAT PROSE MAY SAY: that he said the international community let the Syrian people down («خذل», not 'failed to provide genuine support', which is a secondary paraphrase); that he put the need at 'more than 300 billion' with no unit (do not add 'dollars' or 'approximately') and named no source; that his grievance is that no conference for Syria's reconstruction had been held. WHAT IT MAY NOT SAY: that he said pledged money failed to arrive (not in the two clips); that he said any of it at Doha (SRC-876).
