THE STATUTE, READ 16 AUGUST 2026, AND IT SETTLES A QUESTION TWO SECONDARY ACCOUNTS HAD LEFT OPEN. ARTICLE 4(a) VERBATIM: administrative units deduct FREE OF CHARGE against the material and moral benefit the owner gains from entering the zone and against roads, squares, gardens, car parks, public structures, popular-housing plots and special-service plots, 'ويكون الاقتطاع لقاء كل ذلك نسبة لا تتجاوز 40 بالمئة من مساحة المنطقة الواقعة خارج مدن مراكز المحافظات أما في مدن مراكز المحافظات فيكون مقدار النسبة لا يتجاوز 50 بالمئة'. FORTY PER CENT OUTSIDE GOVERNORATE-CENTRE CITIES, FIFTY WITHIN. (2) A HALF-OF-A-HOLDING THRESHOLD DOES NOT EXIST; نصف occurs zero times in the file, so the figure Chapter 4 printed at v1 was invented and is now confirmed absent from the statute and not merely from the accounts. (3) ARTICLE 4 MEASURES THE DEDUCTION AGAINST مساحة المنطقة, THE AREA OF THE ZONE, where SRC-109 measures it against the area of the property; the distinction matters to an owner. ALSO: Article 3 gives the administrative body three alternative regimes, this law, Law 15 of 2008 on real estate development, or the Expropriation Law; Article 5 applies the law to areas struck by natural disaster, earthquake or war.
