(3) ARTICLE 4 MEASURES THE DEDUCTION AGAINST مساحة المنطقة, THE AREA OF THE ZONE, where SRC-109 measures it against the area of the property; the distinction matters to an owner. ALSO: Article 3 gives the administrative body three alternative regimes, this law, Law 15 of 2008 on real estate development, or the Expropriation Law; Article 5 applies the law to areas struck by natural disaster, earthquake or war.
