READ AT THE PAGE 16 August 2026, and OPENING IT FALSIFIED THE CHAPTER'S STATED HINGE. Chapter 4 v1 and v2 both said the residents 'name no instrument at all' and the edit log called that the chapter's hinge. THIS REPORT RECORDS THE OPPOSITE: dignitaries, lawyers and professors of Qaboun issued a statement on 29 March 2026 titled 'Towards Fair Reconstruction that Preserves Land and Dignity'; they rejected 'the investment model being circulated, considering that it is based on imposing compensation rates not exceeding 30 percent of the land'; 'They demanded adoption of Law No. 23 of 2015'; they invoked 'Article 16 of the Constitutional Declaration', which 'stipulates that private property is protected and may not be expropriated except for the public benefit in return for fair compensation'; and they proposed 'high-density residential towers, which would make it possible to grant owners floor rights of at least 55 percent'. ALSO ESTABLISHES: the plan was presented by Mohammad Ismail Al-Bazri, director of the Neighbourhood Committees Office, at a 13 March meeting; USD 21 billion; 1,100 hectares; 'around 200,000 job opportunities'; the investor's share is '50 per cent of the total project's 1,100 hectares'; and the residents' own account that the proposal 'remains a verbal and unofficial presentation and has not been submitted in written form'. THE COMPENSATION RULE IS CONDITIONED ON THE AREA, NOT THE LAND USE: 'owners of homes built in zoned areas would receive 50 per cent of the area of their former homes'; 'In the informal settlements, however, compensation would be set at 30 per cent of the area of land classified as agricultural.' AND IT CONTRADICTS SRC-109 ON LAW 23'S CEILING: here, 'The law sets a ceiling for the deductions that does not exceed 40 percent in city centres, and may be higher in cases related to urban expansion or unzoned areas.'
