D-304/D-307 series corrections (04), 18 October 2026: READING OF 18 OCTOBER 2026 (Unit 04 of the D-304/D-307 correction cycle, Chapter 4 v67 to v68; audits/reports/series_corrections_2026-10-18/DRAFTING_BRIEF.md): D-304 items 3 and 7(a). Chapter 4 v67 l.107 said 'Presidential Decree No. 59 of March 2026 appears in The Syria Report's account only'; that was false of the book's own holdings: the decree is at the Official Gazette, 2026 issue 13 part one, gazette page 148 (SRC-463, held since 23 August 2026), read at the page 18 October 2026. v68 keeps Obeid's words from this row's line 60, attributed, and sets the Gazette text beside them. 'Presidential Decree' and 'national committee' are the outlet's and Obeid's words; the Gazette heading is a plain 'مرسوم' and Article 1 says 'لجنة'. The Syria Report also reported the decree on 24 March 2026 (research/PART8_RECHECK_2026-10-16/hlp_national_committee_returnees.html; not printed, no row opened).
