VERBATIM: '40 percent of the total area of the property may be deducted, free of charge, from sites outside provincial centres'; '50 percent may be deducted from properties within those centres'; 'If the deducted area of the property exceeds the previous percentage, the owner can do nothing but request compensation for the extra deducted area'; 'The size of the compensation payment is based on Expropriations Law No. 20 of 1983'. TWO THINGS THIS ROW MUST CARRY. FIRST, IT CORRECTS THE MANUSCRIPT: Chapter 4 v1 printed 'up to around forty per cent of the surface' with the condition stripped, and invented a threshold at half a holding that is in no account of the law. SECOND, IT DISAGREES WITH SRC-107, which is the same publication five years later and puts the 40 per cent IN city centres rather than outside them. TWO PUBLISHED ACCOUNTS OF ONE CEILING, ON OPPOSITE SIDES OF THE SAME BOUNDARY. Neither may be printed as the law. The chapter carries the disagreement, which is its own subject. SRC-045 carries neither figure: 'forty' returns zero occurrences in that 61-page report.
